Apply work tracking to new work

Situation: A new epic, story, or ADR is being written in git and should also show up on the product board for priorities and discussion. Repo conventions may already exist from a prior retrofit.

Run: work-tracking — mode apply (light retrofit first if hoen.yaml / AGENTS guidance is missing)

Plan drafting stays in plan-work; sizing in plan-effort-estimate. This use case is only the board linkage and first sync.

What a good outcome looks like

  • Plan/ADR (+ optional *.effort.json) committed in git
  • Board item created or found; plan has ## Tracking with Plan ID and Board item
  • Shared rollup fields written once (or --paste-md offered if the board write fails)
  • hoen.yaml asked for again if still missing — not forced
